Eighty one percent of prisoners, or 350,000 inmates, end up in prison due to drugs related convictions and communities must play and active role in drugs prevention and treatment, said Somsak Thepsuthin, chairman of Thai Health Promotion Foundation.
Community-based treatment must be supported, he said, adding that Thai prison system can only accommodate 200,000 prisoners, and is currently congested.

On February 22nd, 2024, Thailand's Prime Minister Srettha Thavisin announced his government's vision in addition to the many hundreds of hubs already announced but rarely realised.
  • Tourism Hub: The focus is on enhancing Thailand's soft power through cultural promotion. The government also plans to ease regional travel by removing restrictions and providing visa exemptions to visitors from multiple countries. In the CLMV region, Thailand aims to become a central travel destination, promoting tourism in every province and addressing hindrances such as service hours, alcohol sales, and event-related taxes. Homestay support for global travelers is also emphasized. Moreover, the government aims to relax regulations, allowing for more movie production in Thailand and for global event organizers to host shows and exhibitions in Thailand.
  • Wellness and Medical Hub: In 2023, health tourism in Thailand generated over 40 billion baht, and the government wants to expand on this. There are also plans to upgrade the universal healthcare program using AI and a centralized database to enhance access. Moreover, the government aims to increase the number of healthcare professionals and promote traditional Thai medicine, Thai massage, and Thai-styled spas while supporting entrepreneurs in establishing Wellness Centers abroad.
  • Agriculture and Food Hub: The government is boosting agricultural productivity to increase farmers' income threefold in four years. The government also plans to expand irrigation systems to cover 40 million rai and promote the integration of precision agriculture. The government plans to develop the future food industry by researching high-protein plant-based foods. There are also plans to promote Halal food, and support will be provided for Thai entrepreneurs to open restaurants abroad.
  • Aviation Hub: The government plans to revamp old airports and develop new ones to increase capacity and promote secondary cities. It aims to enhance infrastructure, including runways, terminals, and warehouses. There are also plans to upgrade the freight transport system, implement Cold Chain protocols, improve human resources, enhance security checks, and improve service quality.
  • Logistic Hub: The plan is to increase the length of motorways tenfold, from 250 kilometers to 2,500 kilometers by 2050, thereby improving connections from the north to the south. Increasing the number of double-track railways from 2,000 kilometers to 5,500 kilometers by 2030, and increasing the number of electric rail lines in Bangkok and surrounding provinces by 2.5 times to 700 kilometers. The railway to link three major airports is already in the pipeline. The 1 trillion baht land bridge will also play an important role. The one-stop service model is also being developed to reduce logistical barriers.
  • Future Mobility Hub: This includes plans to further promote EV production in Thailand, with more than 150 billion baht in investments from private companies already in the pipeline.
  • Digital Economy Hub: This includes plans to attract more foreign investments in high-tech industries such as the production of semiconductors, data centers, cloud computing, AI technology, and deep tech via the sandbox model. There is also a plan to reduce barriers to attracting foreign experts in these fields by making it easier for them to relocate to Thailand. The government will also support entrepreneurs in expanding their digital businesses to neighboring countries.
  • Financial Hub: The vision is to create an ASEAN version of Wall Street in Thailand by upgrading financial infrastructures with blockchain technology and reducing barriers to transactions of digital assets.

Thailand faces a skills crisis, with 67% of its youth and adults below foundational reading literacy levels, 74% underperforming in digital skills, and 30% lacking socioemotional skills, according to the World Bank's "Fostering Foundational Skills in Thailand" report.
This situation has significant economic costs, estimated at 20% of GDP in 2022, totaling 3.3 trillion baht. A monthly income gap of 6,324 baht now exists between those below and above the literacy threshold. This is a substantial gap, considering the average monthly household income in Thailand is approximately 27,352 baht ($775), as stated in the report.
The skills crisis is concentrated among older adults (those aged 40 and above), younger adults (those below 40) without higher education degrees, and those living in rural areas and in the northern and southern regions of Thailand.
The report offers five recommendations for the government:
  • Assist teachers with skill supply diagnostics, proven programs, and a basic skills framework
  • Improve decentralized learning by establishing a provincial coordinating institution, investing in skills for young children, and involving the private sector
  • Enhance teaching and learning through tools like classroom observation and individual learning accounts
  • Elevate education quality with teacher professional development and recertification
  • Utilize information campaigns, employing local champions or experts to highlight the financial benefits of investing in basic literacy, digital, and socioemotional skills

On February 24th, 2024, TAT (also known as Tourism Authority of Thailand) announced that at least 30 airlines are interested to support a four-day Air-mazing Thailand campaign to explore the potential of selected airports and untapped markets in the country.
Thailand currently has 39 airports, 10 of which are international, namely Don Mueang, Suvarnabhumi, Chiang Mai, Mae Fah Luang - Chiang Rai, Krabi, Phuket, U-Tapao, Hat Yai, Surat Thani and Samui.
At the time of writing, very few airlines fly to U-Tapao Rayong Pattaya International Airport (official name), at least a few less than the official airport website suggests.

Prime Minister Srettha Thavisin has outlined Thailand's goal to become the leading aviation hub in the region, catering to over 150 million international passengers annually and becoming a top 10 global air cargo distribution center. The plan aims to elevate Suvarnabhumi Airport's global ranking from 68th to one of the world's top 20 airports within five years.
The expansion plan for Suvarnabhumi Airport involves increasing capacity from 60 to 150 million passengers by 2030, with ongoing developments such as a third runway in 2024, a fourth runway thereafter, and additional terminals on the east-west and south sides.
For Don Mueang Airport, a focus on a point-to-point model is set to boost capacity from 30 million to 50 million passengers by 2030. This involves renovating existing terminals, expanding Terminal 1 and Terminal 2 for domestic passengers, building a new international terminal, and creating a commercial Junction Building. The airport will also be connected to the SRT Red Line and establish a Maintenance, Repair, and Overhaul center in collaboration with the private sector.
For Phuket Airport, the government plans to construct a second airport, the Andaman Airport, with a capacity of 40 million passengers. Additionally, there are plans to develop the Sarasin Bridge to enhance road traffic capacity and expand Phuket International's capacity from 12.5 million to 18 million by 2030. Currently, the Seaplane & Ferry Terminal development project is underway to facilitate high-end passengers, connecting to destinations such as Koh Samui, Koh Chang, and Hua Hin.
For Chiang Mai Airport, the government plans to construct an international passenger terminal and renovate the existing passenger terminal to accommodate an increased number of tourists, aiming to handle up to 16.5 million passengers per year by 2029. Additionally, there are plans to build a second airport for Chiang Mai, named "Lanna Airport," with the capacity to accommodate an additional 20 million passengers per year.
Furthermore, the government will elevate airports nationwide by integrating modern passenger service technologies to enhance efficiency. There are also plans to optimize flight schedules, aircraft numbers and types, passenger tickets, and services.
The government also aims to expand the maintenance industry into a hub for both commercial and private aircraft. It will establish a temperature-controlled cargo warehouse system (Cold Chain) to distribute goods to over 280 million people in Thailand, Malaysia, Laos, Cambodia, and Vietnam.

Since October 2023, the Thai Visa Exemption Scheme has allowed tourists from 64 countries to enter Thailand without applying for a visa. Travellers can visit Thailand for up to 30 days if they enter Thailand via an international airport or a land border checkpoint from a neighbouring country.
Presumably to compensate for the resulting loss of revenue, visa costs for tourists from New Zealand have increased six-fold. The cost of a tourist visa with multiple entries and a validity of 6 months now costs 22'000 Baht, the cost of a single-entry tourist visa is now 6'600 Baht.

The Thai parliament has rejected the purchase of a completely useless Russian KA-32 multi-purpose helicopter for the Department of Disaster Defence and Mitigation (DDPM).
According to the DDPM, the helicopter was to cost 950 million baht, while other countries normally buy them for less than 500 million baht.
As is usual in Thailand, nobody wanted to know how this exaggerated offer came about.
Obviously, every member of parliament and every journalist here knows exactly how such deals work in this country and who benefits from them - and tacitly accepts this approach.

The Parliament's committee examining the fiscal 2024 bill rejected the Department of Disaster Prevention and Mitigation (DDPM)'s 950-million-baht request to buy a KA-32 multi-role helicopter from Russia, citing the department's recent acquisition of helicopters in the previous year and concerns about potential overpricing in the proposed purchase.
Yutthapong Charasathien, deputy chair of the committee, explained that the committee voted 6-3 against the acquisition. He highlighted that the DDPM already possesses four Russian multi-role helicopters, which are still relatively new, with the last two delivered in August of last year.
There is additional concern regarding the 950 million baht price tag, deemed excessively high when compared to the same helicopter being sold for no more than 500 million baht abroad.
The four helicopters owned by the DDPM are currently stationed at an air force camp in Lopburi due to the lack of a proper facility in Bangkok. This arrangement means that in the event of a fire in high-rise buildings in the capital, it would take at least 45 minutes for the helicopters to reach the scene. Furthermore, these helicopters have never been utilized to extinguish fires in high-rises. Notably, the DDPM agency in Bangkok possesses four firefighting trucks capable of reaching higher places as well.
Yutthapong pointed out that the DDPM's helicopters are primarily deployed to assist in extinguishing forest fires. However, he clarified that this is not the DDPM's direct responsibility, as the Ministry of Natural Resources and Environment is tasked with this duty and has its own helicopters.

In an apparent tit-for-tat, the Agricultural Land Reform Office (ALRO) has decided to take legal action against Chaiwat Limlikhitaksorn, chief of the National Parks Office at the Department of National Parks, Wildlife and Plant Conservation, for allegedly removing demarcation stones from Sor Por Kor land around Khao Yai National Park.

People who received the disputed Sor Por Kor land on the fringes of Khao Yai National Park were not local residents, and they might be intending to build hotels and resorts instead of utilizing the land for farming, said Pheu Thai list-MP Nikhom Boonwiset.
He said Sor Por Kor lands are designated for landless farmers, but some individuals who obtained the lands are not even from the area. He also highlighted that the disputed lands, which were designated as farmlands, have never been used for agricultural purposes before and are still teeming with plants and animals.
His comments mirrored those of Chaiwat Limlikit-aksorn, the director of the National Park Office, who pointed out earlier in the month that some of the 2,900 disputed lands granted by the Agricultural Land Reform Office went to real estate developers. This includes the 29 rai in Pak Chong District that stretches along a waterway and rests on a 35-degree angle slope, which is typically not granted for agricultural use.
Related agencies involved in the Khao Yao land dispute have already agreed that the disputed land in the "buffer zone" cannot be classified as Sor Por Kor land. According to Chaiwat, a forest buffer zone is marked 3 kilometers away from the boundary of a national park or a conserved forest.
Nikhom, who is the deputy chair of Parliament's Committee on Land, Natural Resources, and Environment, suggests that the related agencies in the Khao Yao land dispute should resolve the issue using the One Map system. This system involves a single map with a detailed scale ratio of 1:4,000, serving as a reference for all government agencies. Completion of this system is expected within two months.

Although coffee shops are springing up like mushrooms in Thailand, many Thais are still suspicious of the brew. But even among the country's guests, there are still some who consider this drink to be a gift from the devil.
Coffee is one of the best-studied drinks in the world, so it is not surprising that different studies have come to different conclusions, as coffee is also processed and prepared differently.
The results of one of the most comprehensive studies ever conducted, which takes a wide range of data into account, have been published in the National Library of Medicine and elsewhere. The Norwegian study, which lasted around 20 years, involved 508'747 men and women. A comparable study was also conducted by the UK Biobank and published in the European Journal of Preventive Cardiology.
Both studies come to the same conclusion independently of each other:
  • It has been shown that filtered coffee is healthier than no coffee at all.
  • The study found that those who drank one to four cups of filter coffee a day had the lowest mortality rate.
  • Unfiltered coffee contains substances which (can) increase blood cholesterol
  • Unfiltered coffee, such as Greek and Turkish coffee that is boiled, or coffee prepared in a French press, contains higher levels of Cafestol and Kahweol - chemicals found in oil droplets that float in the coffee and also in the sediment. After these conclusive studies became known, the industry reacted quickly. Suitable filter mats that filter out cafestol and kahweol are already available for normal espresso machines (the ones without pods or cabsules) and for lovers of so-called Mocha (Mocca or Moka) pots.
Conclusion:
Unfiltered brew was associated with higher mortality than filtered brew, and filtered brew was associated with lower mortality than no coffee consumption.

Thailand's Ministry of Tourism and Sports, in collaboration with the National Institute of Emergency Medicine, announced a new medical assistance initiative for foreign tourists worth 50 million baht (approximately USD 1.38 million). The programme aims to boost the safety and confidence of tourists and provides financial assistance in the unfortunate event of accidents, crimes or disasters during their visit, but only for tourists visiting Thailand between January 1st and August 31st, 2024, registered in the so-called Thailand Traveler Safety (TTS) scheme. Non-registered tourists will be left empty-handed.
The following services are allegedly covered by the TTS:
Medical aid coverage includes up to 1 million Baht in the event of death, up to 500,000 Baht for accident injury treatment, and 300,000 Baht for permanent disability or organ loss.
The programme does not cover incidents caused by carelessness or illegal actions by tourists, but aims to provide a safe and enjoyable experience for all visitors.

One-way traffic in Jomtien
On the first of March, extensive renovation work started around Jomtien Beach, from the Dongtan bend to the Chaiyapruek intersection.
To this end, all access roads from Jomtien 2nd Road to Beach Road will were declared one-way streets, Pattaya City Hall announced. Compliance with this will probably be just as strictly unchecked as in Pattaya.
According to the Pattaya City Hall, not only will the approximately 4-kilometre-long beach be redesigned, but the pedestrian paths will also be renewed, new trees planted and the lighting modernised. In addition, the flooding problem is to be solved by installing pipes made of high-density polyethylene (HDPE).
Based on our experience in Pattaya, the work here is likely to take many years and therefore put a strain on the nerves of residents and guests alike.

Regular visitors to our pages will have noticed months ago that longstanding tenants of the property located between Soi 33 and the access road to the Peace Resort on Naklua Road have opened new premises in the neighbourhood, probably because they were aware that the area on which the building is located was to be put to a new use.
Now the time has come, not only Pit Bull Corner Bar, SomSong, German Corner Piccolo and Old Germany have been asked to vacate their premises immediately, but all the other tenants too.

The new Akara Hotel, located opposite the futuristic Space Hotel of the Grande Centre Point Group on Naklua Road, is scheduled to open on March 26th, 2024.
The new hotel is operated by the Vannaying Group, which also manages the Akara Hotel in Bangkok as well as the Vista Pattaya and the Vista Express Bangkok.

Banaras, an Indian nightclub on Central Road in Pattaya, closed its doors on March 1st.
A few months ago, the venue opened under the name Banaras, but then closed a few weeks later and reopened as Fun Club. It was renamed Banaras again in February 2024.
The venue reopened a few days after its closure was announced.

New Beergarden
The Fabulous Las Vegas Beergarden will open soon in Soi Diana, opposite the entrance to Soi LK Metro.
The opening has been slightly delayed due to new noise regulations from the relevant licensing authority.
Apparently, a maximum noise level of 90 db outside the venue is (currently) required, which most open venues are unlikely to achieve.
We recall that a few years ago the authorities were already up to mischief with noise meters inside and outside entertainment venues.
But we also remember that the spit was over after just a few weeks.
