Deputy National Police Chief Surachate "Big Joke" Hakparn has been charged with the wrongful exercise of duties and accepting bribes by the police.
This follows the discovery of a financial connection between him and an illegal online gambling network through at least 4 mule accounts valued at 300 million baht, as reported by Pol Maj Gen Jaroonkiat Pankaew, deputy commissioner of the Central Investigation Bureau (CIB). He also said more than half of the 300 million was transferred to other high-ranking officers and used to cover Pol Gen Surachate's daily expenses.
Pol Gen Surachate, along with four other police officers accused of the same offenses, could also face charges of money laundering, according to Pol Maj Gen Jaroonkiat.
Pol Maj Gen Jaroonkiat stated that the investigation into Pol Gen Surachate is linked to the probe against Suchanun "Minnie" Sucharitchinsri, who is suspected of operating online gambling websites involving 61 suspects and eight other police officers.
In September 2023, Suchanun denied allegations of running illegal online gambling websites. However, she did acknowledge having a close relationship with one of Deputy National Police Chiefs, Pol Gen Surachate "Big Joke" Hakparn's close aides, Pol Col Pakpoom Pisamai.

Deputy National Police Chief Surachate "Big Joke" Hakparn clarified that no official charges have been pressed against him; they have been filed only against his subordinates. This is due to the National Anti-Corruption Commission (NACC)'s pending decision on whether they will handle the case or let the police proceed. A case involving high-ranking officers is usually handled by the NACC.
"I am still 100% innocent, and the charges have been communicated to my subordinates only," he asserted.
He believes the NACC's delay in its decision, despite being informed by the police since last year, stems from their caution about being used as a tool by officers pressing charges against him.
"I believe the NACC is concerned that police infighting might be the motive, and they do not want to be used as a tool by the police," he added.

In June 2023, former Chon Buri provincial police chief, Pol Maj Gen Kamphon Leelaprapaporn, and seven senior police officers were moved to inactive posts for the alleged extortion, pending an investigation that is still ongoing. The seven other officers include Pol Lt Col Narongrit Wasuphan (deputy Chon Buri chief), Pol Lt Col Sathian Ratchapongthai (deputy superintendent at Nong Kham station in Chon Buri), Pol Maj Pornthep Phetnuan (investigation chief at Wang Chan station in Rayong), Pol Col Damrong Onta (superintendent at the Cyber Investigation Bureau), Pol Maj Nakhonrat Nonseelad, Pol Lt Col Pathomphong Meeyu, and Pol Capt Somboon Butdalert.
Pol Maj Gen Namkiat also claimed that there is a financial trail between the curator of the BNK Master website and the family members of a police general whose name has an initial "T" in it and his wife whose name has an initial "K" in it. He did not provide evidence for this claim as well.
Meanwhile, Pol Gen Surachate's legal team continued to deny alleged links between the deputy national police chief and the Minnie online gambling ring, and the BNK Master online gambling website.
They said the 200,000 baht donation to a temple that the investigators said came from the gambling website was actually Pol Gen Surachate's money. They said the 13,100 baht that was claimed to have been used to buy plane tickets for NACC officials that the investigators said came from the gambling website has nothing to do with Pol Gen Surachate because it was one of his subordinates who made the purchase for himself and his family. They also said the alleged three financial trails between Pol Gen Surachate and the BNK Master website do not exist and questioned why the investigators targeted Pol Gen Surachate in this case when there are 31 other financial trails that could lead to other police groups.

National Police Chief Pol Gen Torsak Sukvimol stated that Pol Maj Gen Namkiat and Pol Gen Surachate's legal team should present evidence against the more than 30 police officers, including high-ranking officers, allegedly linked to online gambling rings, instead of merely providing initials of their names.
Pol Gen Torsak also announced an investigation into the claim that Pol Gen Surachate and his team are being targeted for their investigations, while no inquiries are being conducted regarding financial transactions that could implicate other police groups.

Prime Minister Srettha has confirmed that both Pol Gen Torsak "Big Tor" Sukvimol and Pol Gen Surachate "Big Joke" Hakparn have been transferred to inactive posts at the Office of the Prime Minister.
The transfer will be temporary, lasting around two months, pending investigations into allegations against them.
Additionally, a source has confirmed that Pol Gen Kittirat "Big Tai" Phanphet will assume the acting national police chief position.
Both Pol Gen Surachate and Pol Gen Kittirat are candidates for the National Police Chief position, as Pol Gen Torsak is set to retire in around six months' time.

The Office of the Attorney General (OAG) has decided to prosecute 8 police officers and officials, including former national police chief Somyot Poompanmuang and former deputy attorney-general Nate Naksuk, who are accused of tampering with evidence in the Red Bull heir case, according to Prayut Phetkun, OAG's spokesperson.
In September 2023, the National Anti-Corruption Commission (NACC) found 15 individuals, including Somyot and Nate, guilty of involvement in altering the speed of the car driven by Vorayuth "Boss" Yoovidhya. This manipulation was aimed at reducing charges against Vorayuth in his 2012 hit-and-run case.
Initially accused of driving his Ferrari at a speed of over 100 kilometers per hour, Vorayuth crashed into a police motorcycle ridden by Pol Snr Sgt Maj Wichian Klanprasert on Sukhumvit Road in September 2012, dragging his body for around 200 meters from the crash site and resulting in the officer's death at the scene before driving off.
The NACC asserted that the 15 officers and officials played a role in manipulating evidence to falsely indicate that the car's speed was below 80 kilometers per hour, with the intention of reducing charges against Vorayuth. Nevertheless, by 2020, all charges against Vorayuth, except one, were dropped, primarily due to the expiration of the statute of limitations. The remaining charge against the Red Bull heir, who has fled the country and is still at large, is reckless driving causing death, carrying a maximum 10-year prison term. Reportedly, this charge remains valid until 2027.

The 45-year-old owner of an elephant sanctuary, who allegedly kicked a 26-year-old doctor in Phuket, has issued a public apology for the incident but continues to claim that he slipped.
Urs Beat, also known as Urs Fehr or David, stated that he mistook the Thai doctor and her friends for members of a group of 7-8 Chinese tourists who had been trespassing on his property for many weeks. He expressed concern for his and his wife's safety, explaining that this prompted his anger. He approached them, slipped, and did not apologize.
A video captured by Urs Beat showed him walking towards Thandao "Dr. Pai" Chandam and her friend while they were sitting on a stairway on a beach in Thalang District on the night of February 24. However, the camera panned away at the last moment, failing to clearly depict whether Urs Beat had kicked the doctor or slipped, as he claimed. Nevertheless, he can be heard yelling at them to "get the [****] off."
Police have already visited the villa on Yamu Beach, where the incident occurred, and determined that the construction of the staircase where Dr. Pai was sitting violated the law by encroaching on public land. The villa owner has been directed to remove the staircase or face charges.
Regarding the kicking incident, Dr. Pai informed reporters that she intends to pursue the case. According to news reports, Urs Beat is scheduled to provide his statement to the police at Thalang Police Station today.
Relevant authorities have also inspected Urs Beat's elephant sanctuary to verify its licenses. The sanctuary houses 14 elephants, and the Phuket Province Livestock Office is currently scrutinizing their documents, according to Suthat Niyomthai, the office's chief.

Interior Minister Anutin Charnvirakul has announced that he is summoning Phuket Governor Sophon Suwannarat to provide clarification on why Urs "David" Fehr was granted licenses to possess two guns. This action has raised concerns as it is against the law to issue gun possession licenses to foreigners, he added.
Former Democrat MP for Bangkok Watchara Phetthong revealed that David possesses two gun licenses—one for a 9 mm Glock granted on October 7, 2020, by Thalang District Chief Suwit Suriyawong, and another for a CZ rifle granted on February 21, 2022, by Thalang District Chief Bancha Thanuin.
According to news reports, David has been accused of openly carrying his gun in public. Additionally, David's wife has asserted close ties to high-ranking police officers in Phuket. A photo has surfaced showing David drinking wine with police officers.
Phuket Provincial Police Chief Pol Maj Gen Sinlert Sukhum addressed reporters on March 4, stating that the officers were invited by a friend who was sitting with David, asserting there is no other connection.
David is already facing an assault charge for allegedly kicking a female doctor on the night of February 24. His visa has been revoked following the request of Deputy Governor of Phuket Sattha Thongkham, who claims that David's actions pose a risk to public safety.
In addition to the assault charge and the impending charge related to the guns, David was accused of cutting in front of an emergency vehicle and gesturing with his middle finger towards the driver on December 25. This case has been settled, with David publicly apologizing to the driver.
There is also an allegation that most of the elephants at his sanctuary are rented. Meanwhile, the staircase in front of David's rented villa on Yamu Beach, where the doctor was allegedly kicked, has been removed by the villa owner as it was found to encroach on public land.
Regarding allegations of numerous private properties encroaching on public land in Phuket, illegal collections of money to enter public areas, and the presence of foreign mafia figures in the province, Anutin stated that local authorities have been instructed to investigate and provide reports on these claims and he will talk to Phuket Governor about them.
David has been granted bail with a surety of 100,000 baht and conditions that include reporting to the police every 15 days, not working, and remaining in Thailand until his case is finalized. His lawyer is currently appealing the revocation of his visa.

Two New Zealand nationals, aged 36 and 38, attacked a police officer who had stopped them for speeding in a community area in Chalong town of Phuket.
According to news reports, the officer initially signaled for them to stop, but they ignored him, prompting him to pursue them. Once the pair stopped, they shouted at the officers and then physically assaulted him before seizing the officer's gun. A shot was fired during the scuffle, but fortunately, no one was injured. Backup arrived, and the two New Zealand nationals are now in custody. A former assistant of Move Forward Party MP Tisana Choonhavan hanged himself inside a military camp after being conscripted and assigned to become a servant soldier, the Bangkok MP wrote on her social media platforms, providing chat messages between her and the assistant while he was at the military camp.
The assistant was recently conscripted and finished his training in January. He wrote that he hoped to be assigned to a desk job.
The assistant had also been expressing his concerns over his family's financial trouble since his father passed away. He wanted to leave the military camp via bribery to find work outside to support his family and continue studying. He said a friend who is also a conscripted soldier was able to leave because he has connections.
By January 28, the assistant wrote messages to inform Tisana that he was not assigned to a desk job as he had hoped. His captain had assigned him to do gardening and housing for a higher-ranking officer instead. He said he hoped that he could give the higher-ranking officer his wage so that he would be allowed to go home. That was one of the last messages that Tisana provided.
Tisana called for the military to reveal his autopsy and questioned whether they have measures to help personnel cope with depression and stress. She also called for the abolishment of the mandatory conscription system.

At least 328 gamblers were arrested during the raid on the casino in Nonthaburi's Bang Yai District on Tuesday night. More than 5.4 million baht worth of cash and chips, representing 305 million baht, were confiscated. According to news reports, the police were acting on a tip from Deputy Interior Minister Chada Thaiseth.
Pol Maj Gen Prathana Phaenpha, the Nonthaburi Provincial Police Commander, said the three officers who have been transferred to inactive posts to facilitate the investigation and ensure transparency include:

Suspended National Police Chief Pol Gen Torsak Sukvimol and suspended Deputy National Police Chief Pol Gen Surachate Hakparn are still presumed innocent until proven otherwise, said Prime Minister Srettha Thavisin.
The committee that was set up to look into the allegations against Pol Gen Torsak and Pol Gen Surachate will continue, he added. Acting national police chief Pol Gen Kittirat Phanphet stated that related investigators will proceed with the investigations in accordance with regulations, and whoever broke the law will be punished accordingly.
Pol Gen Torsak and his subordinate were accused by Lawyer Sittha Biabangkerd of accepting monthly bribes worth more than 100 million baht from at least 18 groups of businesses.
Pol Gen Surachate and his subordinates were accused by Pol Maj Gen Jaroonkiat Pankaew, the deputy commissioner of the Central Investigation Bureau, of taking bribes from online gambling rings and involvement in money laundering with alleged financial transactions worth 300 million baht.
The National Anti-Corruption Commission and investigators at Tao Poon Police Station are investigating the allegations against Pol Gen Surachate.
Meanwhile, Lawyer Sittha stated that he plans to hand over all evidence against Pol Gen Torsak to Pol Maj Gen Jaroonkiat on Thursday. Lawyer Sittha, who has close ties with Pol Gen Surachate, also clarified that his actions were not intended to assist Pol Gen Surachate.
Pol Gen Torsak, on the other hand, said his legal team is currently gathering evidence for a possible counter-lawsuit against Lawyer Sittha.
