Ineffective Demonstration of Power
On August 23rd at about 00:30 Pattaya Police from the Muang Pattaya Chonburi station arrested more than 50 ladyboys and prostitutes on Pattaya's Beach Promenade.
Police charged each person with soliciting prostitution in a public area and fined 100 baht.
As usual, Police said these arrests are a preventive measure to prevent crimes against tourists and to create a good image of Pattaya.
We simply call it an ineffective but stupid demonstration of power.

Deadly Fire at Phuket's Tiger Disco
On August 17th at about 04:00 a lightning caused a deadly fire at the Tiger Disco on the Thai resort island of Phuket.
If Thailand's corrupt Police would enforce Thailand's Law - and not collect money to close their eyes - we wouldn't had any victims.
According to Thailand's (holey) law all entertainment places have to close at 02:00...
Update August 19th:
Phuket's Provincial Electricity Authority said the fire at the entertainment venue was not the result of faulty equipment. The transformers are intact. Power transmission isn't disrupted. Phuket's Police is still investigating whether the disco was operating beyond the 02:00 closing time...

Hand, Foot and Mouth Disease in Rayong!
Officials launched a large-scale cleanup in Rayong after 384 people were diagnosed with hand, foot & mouth disease (HFMD).
A Cambodian 2-year-old child already died at Klaeng Hospital on July 26 2012. The baby had been seen twice at a local clinic. The clinic failed to produce a correct diagnose of the disease.
At the time of writing Thailand reports about 17'000 people diagnosed with HFMD.
No numbers available from Pattaya City Hall.

A Sign of Stupidity?
Thailand's Yellow-Shirt movement, known as People's Alliance for Democracy (PAD) (!), announced it will stage a mass rally if the four reconciliation bills are taken up for debate in the House.
PAD co-leader Chamlong Srimuang said the Yellow-Shirt group may raise the stakes at the rally to try to oust the Yingluck Shinawatra government.
The Yellow-Shirts are supported by Bangkok's Elite and Thailand's Military and have close connections to Thailand's Democratic(?) Party.

Six gambling dens in Bangkok have reopened and are operating as normal, Rak Thailand Party leader and MP Chuvit Kamolvisit said on August 6th 2012.
The casinos are open 24 hours a day, including weekends and public holidays and, as far as we know, under the jurisdiction of Metropolitan Police Division 1.
Casinos under the jurisdiction of Provincial Police Region 1, near Or Tor Kor 3 Market in Nonthaburi province and Talad Thai market and Si Mum Muang central market in Pathum Thani were also operating normally Mr. Chuvit, a former massage parlour tycoon, said.
Gambling is illegal in Thailand, but for unknown reasons Bangkok Police can't see - nor close - the gambling dens - even if newspapers and websites publish their full addresses...

Lazy Police?
During a meeting with Pattaya Mayor Itthiphol Kunplome on July 16th Region 2 deputy commander Col. Pisit Proirungroj offered no plans to tackle Pattaya's Jet Ski scammer problem.
Jet Ski scammers are with Pattaya since many years, but our Police don't take any action.
They not even are thinking about possible steps to solve the problem.
Pattaya Police are not lazy - but some of their officials obviously are involved in the scam.
It seems they are making good money by supporting the Jet Ski mafia.
Our Mayor said that the city faces legal obstacles to handling the problems alone, but with no visible support from Region 2 Police the city would continue to study the problem - same procedure as last year...

Khun Komsan, the Provincial Governor, told Pattaya City Hall he will now take personal control of the Jet Ski Scam problem. He instructed local authorities to immediately register all Jet Ski Operators. Jet Ski operators are forced to stop conducting business if they are caught scamming tourists, he said.
Despite numerous meetings and many promises to take action nothing happened and Jet Ski scams are taking place in Pattaya on a daily basis.
It is known that some Pattaya (Police) officials are part of the scam.
So, why we should appreciate the work of our Police?

Five policemen convicted of murdering a 17-year-old man were released on bail on July 31st by Thailand's Criminal Court.
Three of them, Angkhan Khammoonna, Sutthinan Nonthing, and Phansin Uppanan - all holding the rank of senior sergeant major - were sentenced to death for premeditated murder and hiding a corpse. Of the other two cops, Pol Lt Col Sumit Nunsathit was sentenced to life imprisonment, Pol Col Montri Boonlue was sentenced to seven years in jail.
At the time of the crime Pol Col Montri was chief of the Police station and Pol Lt Col Sumit was his deputy.
The witnesses now fear for their lifes. One of them already had been killed in an accident late in 2009 before being able to testify in court...

On August 10th 30 officers had to arrest Pol Maj Praphan Intharachai of the Southern Border Provinces Police Operation Centre at his restaurant in Rueso district.
A year-long investigation revealed that Pol Maj Praphan was unusually wealthy and possibly involved with the illegal drugs trade. It is said he was operating a major southern drug ring in Chumphon.
During the raid police found one kilogramme of crystal methamphetamine with a street value of about 13 million baht hidden inside his restaurant. Pol Maj Praphan was detained along with his two wives...
Police could seized more than 400'000 baht in cash, seven passbooks, six credit cards, eight mobile phones, one car, several guns and ammunition.
During the same day Provincial Police Region 5 arrested Pol Sen Sgt Maj Wasan Wisarutawessaphu of the Border Patrol Police Division 333 with 22'000 methamphetamine pills hidden in his pickup truck.

There are about 150'000 outstanding arrest warrants for criminal suspects who remain at large in Thailand.
All 1'650 police stations in Thailand are connected via the Police Information System, nevertheless arrest warrants are scattered among various bodies and are not systematically monitored.
Until today a coordinated database is missing.

Be aware
2012 is the Year of English Speaking, the Thai Ministry of Education announced.
The program will be initiated in schools and will involve plenty of academic activities. It will let teachers and students have opportunities to speak English and build their confidence in using it without excessive concern about grammatical errors.

The Board received many complaints about false advertising, fraudulent service contracts and dangerous products, CPB's Throngsiri Jumpol said. Chainarong Indharameesup, the chairman of Thailand's Institute for Research and Quality Development Foundation said that Thai students' performance has dropped from 'good' in 1985 to 'fair' in 1998 and 'poor' in 2000. And the international scores of Thai students have continued to drop, according to universal scores.
The IQ and development of Thai children have fallen below international standards. In developed countries the IQ usually is 104. In Thailand it is only 88 - a drop from 91 that was recorded 14 years ago.
There are 2'295 schools nationwide that failed to pass the quality standards set by Thailand's Office for National Education Standards and Quality Assessment (Onesqa), Channarong Pornrungroj, the office's director said on July 13th 2012.
According to Channarong Pornrungroj Onesqa tested 7'985 schools nationwide. The assessment found 333 schools achieved an excellent standard and 5'357 were of a good standard, but 2'295 schools failed to meet the standard.

On August 6th Walking Street was full of Sex-Show touts. Everybody could see them and could hear their offers. Everybody - but not our Police. They had to read their Newspapers or play with their Laptops - or were walking on Walking Street, with 'closed eyes'. As every other evening too!

There are now at least four different Police Organisations on Walking Street to protect Pattaya's Tourists - they all do a very lousy job.

On March 30th 2012 Deputy Mayor Ronakit Ekasingh told the press a proposal awaiting approval would have Pattaya police, tourist police and municipal enforcement officers jointly ticket and arrest on sight pornographic DVD sellers, sex-show touts, beggars, flower sellers and other street vendors from 7 p.m. to 3 a.m. City Hall blah-blah! Nothing ever happened.

During a meeting at the end of March 2012 City Hall decided that on Wednesday April 11, 2012 from 9am. - 16.30pm, all sectors will have to check their cables. Unused cable have to be cut off. If a division has more than 10 cables, they must bundle the cables together into one big cable for reason of safety of the people and the traffic, the new regulation said.
As you can see: Nothing ever happened - Pattaya is still a dangerous place...

Since a few weeks there is a Shawarma Kabab booth at 2nd Road's entry to South Pattaya Road. Therefore Pattaya visitors asked us what's the difference between Shawarma Kabab and Kebab.
Kebab (or originally Kabab) is a wide variety of meat dishes originating in Iran (Persia). They were adopted in the Middle East, Turkey, South Asia and Asia Minor. Kebab dishes are now found worldwide.
Shawarma is an Arab meat preparation, where lamb, goat, chicken, turkey, beef, or mixed meats are placed on a spit. They may be grilled for as long as a day. Shawarma, usually made on a vertical spit, is a fast-food staple across the Middle East, Europe, the Caucasus and Pattaya.
The Arabic word Shawarma comes from the Turkish word çevirme and means 'turning'. It has its origins in Anatolia.
Thais living in Pattaya know the dish as Chicken-Bab, some like it, some not.
Falafel is a deep-fried ball or patty made from ground chickpeas, fava beans, or both.
Falafel is usually served in a pita, which acts as a pocket, or wrapped in a flatbread. The falafel balls are topped with salads, pickled vegetables and sauces.
Falafel originates from Egypt but has become a dish eaten throughout the Middle East.

On August 3rd 2012 Heineken announced it has reached a deal to buy the Asian brewing group that makes Tiger beer for US$4.1 billion.
Heineken currently owns 41.9 percent of APB, one of Southeast Asia's biggest brewers, and taking F&N's 40 percent will give the Amsterdam company a distinctive edge over Thai Beverage Ltd.
Thai Beverage Ltd., owned by Charoen Sirivadhanabhakdi, Thailand's second-richest man, owns 24.1 percent in F&N - and through his son-in-law 8.5 percent in APB.
Japanese brewer Kirin owns 14.7 percent of F&N.

10 Luxurious Resort Operators in Phuket have to demolish their buildings situated within Sirinat Marine National Park's boundary. They do not have the title deed to certify their ownership of the land plots because the Royal Forestry Department had revoked all title deeds in the area before it was declared a national park in 1981.

August 12th 2012:
Thailand's Anti-Corruption Commission has been asked to investigate the alleged involvement of a former Phuket deputy governor and a former interior permanent secretary over unlawful land acquisition on the island.
The two are suspected of issuing documents for areas where ownership is prohibited and of involvement in land scams covering hundreds of rai.

Thailand's Anti-Corruption Network released a report saying under-the-table payments account for 50% of the costs of all government concessions.

August 17th 2012:
On May 17th 2012 Thailand's DSI (the Department of Special Investigation) said that State Authorities may be responsible for the deaths of at least 25 people during the 2010 political mayhem.
On August 17th Thailand's Army chief Prayuth Chan-ocha asked the DSI to stop accusing the soldiers of killing red shirt demonstrators during the crackdown. He warned that information from the DSI's investigation into the crackdown should be kept confidential until court proceedings end.

Thailand's Education Ministry has asked the Department of Special Investigation (DSI) to probe alleged corruption in the 5.3 billion baht procurement scheme of the Office of Vocational Education Commission (Ovec).
Many schools had received materials which they had never requested.
Several high-level civil servants in the ministry had been implicated in the irregularities.

August 18th 2012:
Prime Minister Yingluck Shinawatra has ordered a probe into alleged involvement of politicians in widespread bushfires.
Reports say that more than 15'000 rai of forests in five districts of three provinces were intentionally set by encroachers looking to clear land for palm oil plantations.
The masterminds of the bushfires are politicians at national and local levels, the chief of the Department of National Parks, Wildlife and Plant Conservation said. Some forest reserves have already become rubber and palm plantations, the spokesman added.

A warder at Nakhon Si Thammarat prison was shot dead today after he refused to cooperate with a drug gang. He was riding his motorcycle home when he was attacked. He was murdered because he refused to help a drug dealer smuggle crystal methamphetamine into the prison. Investigating the drug problems at the prison will be harder, the police said. The staff may be afraid to speak to police...

A son of a Democrat MP illegally occupied land on Khao Phaeng mountain on Koh Samui, the Department of Special Investigation's consumer and environment protection division said. He purchased the land from 3 other suspects. DSI said its investigators are probing suspected irregularities involving a road project leading to the suspect(s) land plots. The road project is privately funded and should later be handed over as property of Koh Samui municipality...

August 20th 2012:
Forest destruction in Thailand's Southern provinces apparently are the work of Thailand's Influential People. Forestry Officials seized about 10'000 logs of Samet Khao Wood in Nakhon Si Thammarat's Chalerm Prakiart district. Thailand's Natural Resources and Environment and Agriculture and Cooperative ministries identified hotspots at Pa Phru Kuan Kreng, a peat swamp forest ravaged by fires. Thailand's so called Influential People don't care about anything if they can catch an opportunity to make some money.

August 21st 2012:
Thailand's Government increased the taxes for liquors and cigarettes. The Cabinet approved an increase in taxes for white spirits to 150 Baht per litre of 100% alcohol content, up from 120 Baht. For blended spirits, the tax was increased to 350 Baht per litre of 100% alcohol content, up from 300 Baht. Cigarette excise taxes increased to 87%, up from 85%. According to Government Officials the tax hikes will generate an additional 12 billion Baht in revenue for the state each year. Imported cigarettes from China could rise by as much as 20 Baht per pack, a spoesman said.
Update: The tax hikes increase cigarette prices by 3-14 Baht per pack. White spirits rise by 5-7 Baht, blended spirits 8-12 Baht and brandy 3-12 Baht per bottle.
Beer and wine drinkers may face higher prices too. But because taxes are already set at the maximum rate under the law, the law would need to be changed. Thailand's Excise Department is considering the issue.

August 23rd 2012:
A ban on the consumption and sale of alcoholic beverages in state enterprise and government offices is now in effect. Consumption of alcoholic drinks inside all state enterprises including the Mass Rapid Transit Authority of Thailand, Government Lottery Office, Thailand Tobacco Monopoly, Tourism Authority of Thailand, Port Authority of Thailand and others are now prohibited.
Since August 8th 2012 consumption of alcohol is banned while driving or riding in vehicles using public roads. Drinking and sales of alcohol in factories will be banned in about 90 days.

August 24th 2012:
An average of 10 Jetski problems are reported at Pattaya's Police Station EVERYDAY. But there are still no action against the scammers, not from Itthiphol Kunplome's City Hall and not from our money collecting Police Organisations. The gangsters even got the support of the Consumer Protection Police Division.
Bangkok's Consumer Protection Police Division visited Pattaya a few days ago and said they have received many complaints regarding Jet Ski accidents in Pattaya.
'It occurs because insurance companies do not cover damages made to Jet Skis that are rented out. Also, the majority of Jet Ski operators cannot afford insurance. Because of this, when accidents occur, Jet Ski operators need to charge their customers a lot of money to cover the cost of repairs which then upsets the customer and gives a negative image to Pattaya. We cannot blame only the operators: sometimes accidents occur because of unskilled jet-ski users and drunken teenage customers. Currently, if accidents occur, operators negotiate a fee with the customer', Pol. Maj. Gen. Niphon Jaroenphon, the lovely Chief of the Consumer Protection Police Division said.

According to Pattaya Mayor Itthiphol Kunplome Pattaya City is a World Class Tourist Attraction where high speed internet and free Wi-Fi are a necessity.

Prevent a Stroke
by eating Chocolate!
A study published by Scientists from the Karolinska Institute in Stockholm shows that eating 66.5 grams of chocolate lowers the risk of a having a stroke by 20%.
The potential health benefits of chocolate, especially dark chocolate, have been widely attributed to its flavonoids, antioxidant compounds in cocoa that may boost the cardiovascular system.
Flavonoids can enhance blood flow by relaxing blood vessels and lowering blood pressure.
They may also inhibit clumping of platelets and reduce inflammation.
But keep in mind that chocolate isn't chocolate.
Swedish milk chocolate contains about 30% cocoa solids, black chocolate even 70% cocoa.
Avoid 'chocolate'

U.S. chocolate bars need only contain 15% cocoa to be called sweet dark chocolate.

Update:
Bayer is manufacturing a new drug called Xarelto.
It is a new anti-coagulant drug that promises to be effective in preventing stroke in patients with atrial fibrillation.
A clinical trial showed that the new drug reduced the risk of stroke in patients by up to 20 per cent - same as (real) chocolate.

Samsung Electronics maintaines its overall leadership position in China, with a 17 percent market share.
ZTE, Lenovo and Huawei - all based in China - were the second-, third- and fourth-place vendors, far ahead of Apple, which is No. 5 in China.

Windows RT-Tablets
Hewlett-Packard (HP) and Dell announced they will launch Windows RT-based tablet PCs just after the release of the new operating system.
HP's tablet will use chips sourced from Texas Instruments (TI), Dell decided to use chips from Qualcomm. Dell's RT tablets are manufactured by Compal Electronics.
ASUS (Asustek Computer) presents a RT-tablet based on Nvidia's solution, while Toshiba designed its RT-tablet around a chip set from Texas Instruments.
Most vendors should launch their RT-products after October 26th 2012.
